Hi, project owner I feel the budget for this project is extremely low and doesn't justify the level of efforts required to meer your expected results. If we could look to raise the budget to some reasonable number please that could fairly justify the efforts. Hope you understand. Thanks for your consideration.

I think you’d get more high-quality submissions if the budget were increased. I’m an experienced designer and would love to take on your project, but the current budget is low for the work required.
