The issue is there is too much content for the format.
It has grown over time perhaps and the format needs to
be reconsidered. This allows no flexibility for space or contrast in headings
to content which helps clarity. This has been compensated
for using colours which is not ideal and distracting.
Type contrast would do a better job.

Content should dictate format, not the other way around.
Either reduce the content, make it more efficiently organised
or enlarge the format to suit. My 2 cents. Sorry can't take on job.
