Canadian t-shirt company looking for tattoo vibes (DESIGN OF HEART AND SWALLOWS)

This is what Salty Cove Customs was looking for in their t-shirt design

We would like to do a spin on the traditional mother/mom tattoo. This style is traditional/sailor jerry style tattoo. If it can be as close as possible to this style, that would be awesome. This design needs to have a PNG file for DTG print as well a vector file for screen printing. We would like the heart with the scroll across it and instead of saying mom it will say WEST COAST. West Coast Vancouver Island. The traditional swallows and some sort of flower or West Coast element that would tie in with the theme (options of the dogwood flower, wild rose, just an example). The colours should not exceed 4. This design will be printed on a black or tan coloured shirt, so seeing options for both would be nice. There will be a small badge on the front of the shirt consisting of only the heart and scroll with WEST COAST. The back will be full, swallows and other chosen element (flowers?).
