Neighborhood flag 5x3 or 3x5 for Ogles Neighorhood

This is what Ogles Neighborhood was looking for in their logo design

I need a neighborhood flag design for a neighborhood called Ogles. I met with the association and they would like to have their "mascot" their owl included somewhere but it does not need to be prominent. This neighborhood has homes that were built in the 50's with a ranch/mid-modern style. We are looking for a color flag that represents the neighborhood.
