The National Institutes of Health (NIH) is the main US organization that conducts research, writes papers, and generally is the main driving force on health in the US. The idea of Mutation is that the scientists at NIH conducting experiments and the scientist has been affected with a CrossFit virus that is transforming the scientist into a mutant, but a mutant that is strong and can do pullups, and lift heavy weights, etc.
