Your price is more than fair for a wordpress site - wordpress systems DO NOT require any code to be written and the site you want is VERY simple.

I fear w/ some of the designers who's english is not their first language - they may find challenges in understanding complex directions for designs like this - which is why design crowd may not be the best idea for your development.

not to mention without the site being set up somewhere w/ a domain and a host in place, how can it be designed? There are templates you have to choose from, etc before one could even begin.

I have set up other wordpress sites in the past (see http://residentnews.net) (http://naisouthcoast.net) and would be happy to do this one - but we would really have to work OUTSIDE of design crowd to actually accomplish it in my opinion.

I do have both a domain name and hosting site purchased. I am willing to share this information with the person who 'wins' the bid.

As a consumer, I feel more comfortable working within the parameters of Design Crowd. I'm sure you are a legitimate and ethical designer/business person, but obviously there's no way the I can confirm that from afar.
