That is the only portfolio I have seen with the same business card for multy winners,wow just don't seem fair to other designers. Or clients

If You are referring to designers who display their logos to us, utilising different colours and different backgrounds.
In some cases displaying their designs on business cards.

I would not agree as to it not being fair, as a designer you are selling a product ( your design ) if you can make it more appealing to the customer then that is your business.

We have received over 180 designs for our competition, and more than half were displayed on different backgrounds and in different colours, and more than one used a business card to showcase their design.

If you think a designer is cheating or doing something dishonest then please contact design crowd and make a complaint.
