If you are serious about a state of the art side, and a TV community site second to none... don't reinvent the wheel.
Google Dolphin by BoonEx. Every thing you asked for save the interface is already included. The code is openSrc and free to use. To remove their links 99.00 life time lic. The servers they suggest are optimized for a "real" portal - community site like dolphin and most are MORE than reasonable.

The only think you will need is a custom GUI that matches your needs/audience. You can change your job description to meet that need. You would have your site up and running in less than an hour just waiting for the creative minds who frequent here to skin it. ( Please let me know if you do this as I have a lot of experience with Dolphin, including a link free lic. and redoing the interface.
