A wordpress theme requires an insane ammount of code and allot of time, you will need a Designer and a Developer plus at least 1 Month to get the theme custom designed, coded and features imlemented, which i am sure you will want (slideshows, contact forms, and so on).
So you guessed it, 350$ is way below what you need to start such a project.
And let me tell you, if someone told me they would do it, i wouldnt want it , because down the line something will for sure come up that will require that extra budget.

It can be a PSD file, does not need to be coded. But the design needs to be compatible with a standard Wordpress theme. So that I can place the pictures and text easily in the theme.
