T-shirt Design Brief

I would like a t-shirt design for an upcoming family reunion. The graphic should be a cheesy cartoon style. See the attached example/inspiration files. The design must include the following:
1. The header title must say "The Big Sisson Family Reunion"
2. The footer must say "Hope for the Best"
3. Subtitle text must be incorporated into the image and say "Pigeon Forge - 2026"
4. Mountains and a roller-coaster must be used for the background
5. Two water tanks must be included with a dolphin jumping mid-air between them. The dolphin must be centered on the image, be looking at the viewer and winking, and have a Dolly Parton style wig on.
6. Include a 1990 Peugeot grey 505 and red 405 mi16 racing around. The driver of the 505 must be a white teenage girl with long black wavy hair, wearing glasses, and baseball cap. The driver of the 405 mi16 must be a white man with short black hair, a beard, and wearing glasses.
7. Include the following people in the image: a white women with medium length black wavy hair and glasses standing next to a white teenage girl with long wavy blonde hair and wearing glasses. A white man with medium length red hair wearing glasses, a white women with long wavy light brown hair, and an 8 year old white girl with medium length straight blonde hair. A white man with medium length brown hair, a white women with medium length curly black hair, and a toddler aged white boy with short light brown hair. A white women with medium length wavy brown hair.
