Billboard Design Brief

We are a deck company with a 10'x32' billboard to fill with an advertisement. I'd like this ad to be 75% photo, 25% color-filled background with white text over (space to be divided side-to-side with line of some sort). This billboard artwork must be clearly legible and simple. The information I need on the billboard is as follows:
