Book Cover Design Brief

I am looking to get a cover designed for a novel. It is a crime/mystery/thriller set in Liverpool, England, between the 1970s and current day. I have permission to use some paintings by an artist for the cover, so it just needs put together and jazzed up. I am looking for something which has a fairly classic feel (so not just pulp airport thriller trash) but with some flair nonetheless.
The novel will be paperback, 127mm x 203mm with approx 18mm spine width. Can be gloss or matt cover, would be interesting to discuss.
The title is:

There are 4 images I could use for the cover though my favourite is the one called Sunrise, Liverpool Waterfront.
