Graphic Design Brief

I need high resolution vector graphic files of the attached image, but without the frame shown in this picture. I would like a version where the white filler is transparent but the white stars are white, and a version where the white filler is transparent, and the white stars are transparent. I am open to some creative variations as well, but want this as a minimum.
