Graphic Design Brief

I am looking for a certificate to present to Chamber of Commerce Members that showcases their annual membership. The certificate will be placed in frame. I have attached a sample image of the frame from another Chamber of Commerce. I have also attached a proof of the frame that shows our logo at the top and the words "Working Together for a Stronger Community" at the bottom. The certificate should be 7" wide by 5" high. It should say Proud Chamber Member and the year, 2022. I have attached two versions of our logo. I am open to any further suggestions.
