Becasue this is a big page with a lot of work, I don't expect designers to submitted a completed page when bidding. If you can just do the first 25% to demonsttrate your ideas for laying out the text and pictures in a way that engages the reader. Obviously if you win the project, then the whole page is needed.

Do you need PSD layout only or coding as well?
