IN this project type and budget(140- DC service charges) only home page design in Photoshop will be possible.
To get inner pages design and development you need to increase budget.

Development and inner pages design is depend on the home page design as well as functionality of the website.
A single pager website also cost much more than a home page design because it contains all the pages in a single page.


I think the best solution is first complete the home page. If you like then you can declare the winner and then a formal budget can be placed as per the requirements.
