What I'm going to tell you is out of all respect, I want to inform you that what think you want now, might not be what you want in the long run, and if it is, how much it really is that you are asking for.
The photo of the style you submitted, although attractive, will take much more time to create in a vector file, as you said you preferred, especially for all the animals and instruments you desire.
I'm not saying it can't be done, but vector designs usually, but not always, are images that are comprised of solid blocks of color, like a cartoon. You can get shading effects to make it look like Maximus the horse there, but it takes much, much more time and effort to do that.
Creating your design in a raster (.psd) file will still take time to create all the characters you are wanting with that much detail, but not nearly as much as it would take to create it in a vector file.
With all respect, if you want all that detail in a vector image (ie. Adobe Illustrator) you will actually need to pay a bit more and/or give more time, assuming another designer hasn't already created a vector design of that much detail for you already.
Also, with all do respect, I'd like to point out that for a design with all the characters you desire and the amount of detail like Maximus, yes you could screen print that, but it would be so much more complicated and expensive for you, that you would be better off using a heat press.
I just want to make sure you realize what you are getting into, so that you are not stuck with a giant screen printing bill later, and to let you know how complicated of a design process you would be asking for.

As long as I can increase size of the image loosing resolution I really am not all that concerned about the program you use to create it. As for the ambitious nature of my request, I think the budget, which 3-4 times that of any other t-shirt design project, is commensurate with my request. I am not up on the lingo or 5-shirt printing process, so maybe my choice of words is unnessesarily restrictive.

I have extended the competition twice already. If you'd like to submit a partial of your work before investing a lot of time I am happy to take a look ans then make a decision to extend the timeline.
