CD Cover Design Brief

I need cover art for a song I am wanting to release. Song has to do current events and protests. I am interested in a cover that does cast blame on anybody, but rather just a snapshot of what is currently in the news. I do not want any reference to anyone or any race. Possibly police in riot gear and fire. I would like the outline of my band logo possibly overlaid over the image creating a window into a compelling image.
