Illustration Design Brief

I am a vocalist, arranger and composer/producer currently recording cd. I need an artist that can capture the following:
Sillouette of man sitting sideways (full body) on stoop with a brickface backround. The man is mostly in black with a "campesino" (can describe) straw hat on in lavendar color. Man also has parrot on his arm with one wing down and the other upright. Parrott is facing man. Actual colors of parrot will be supplied by photo. Man's skin and skin color of face and hands revealed.
Brickface back drop will clearly list in graffitti type lettering title of album ("Broken Wings Flyin") in white along with artist name (Eieesh D'Leon).
Final product should be "urban classy" design to be utilized as artist logo and cd cover.
