I am not familiar with your exact verbiage; however I currently have a wordpress site which was built with the flatsome theme that I want to update. I need a site that I would be able to go in and edit myself as needed. I hope this clarifies what I am requesting.

Your requirement is fine.
But all I want to say that as per the project type and budget you will get the home page design and maybe one common inner page design in Photoshop as the final deliverable.
Once this phase is done then you may discuss the matter of HTML and development with the winner designer if he/she can deliver you a fully functional website in WordPress or any other platform. For this phase, you need to increase the budget as per the job scope.

In this way, you can get a quality design with quality development.

You contest now is for uncoded web design you cant edit it in wordpress as you say. The final delivers will be open in Photoshop so you may consider to increase the budget and change it to coded contest.
