T-shirt Design Brief

Looking for a design of a shirt with the Monopoly cop from the board game pointing to go to jail but flexing his muscles to do it. I attached pictures below to make it more clear about what I'd like. Winner can receive future jobs if they wanted because I am also looking for someone who can do future designs because we are always looking to expand our collection. The blue line flex shield image I attached can be used as the cops badge.
