T-shirt Design Brief

Mock up provided reflects spirit of design we are after. But needs to be cleaned up and prepared for printing. We are also open to suggestions to enhance design.
Need to convert provided mock up to Vector format for printing on tshirt.
Will also require modifications to mock up.
Design needs to be ready for printing on grey shirts/sweatshirts.
Numbers on out ring need to appear as listed...not color changes...asterisks separating numbers can change to something else.
Would also like to see alternate designs that incorporate the words State Tournament somewhere into center of design.
Would prefer to stick with similar fonts - but others would be considered.
School colors are black and orange.
