With what software do you want the template to be created? You said you used Publisher in your current design, do you want to keep going with Publisher or use another software?

I would prefer an Adobe product like Indesign or Illustrator. Whichever works best for the project. I am leaning on the expertise of designers. I would think that Publisher is outdated, but if it is possible to design in publisher, that could be an option. What do you think?

What size are you wishing to produce for the Bulletin Design?
Will you be printing in-house on a copy machine or will you be having these outsourced to a printer?
If you are printing in-house the solid blue cover will have a tendency to roll unless you have a nice heavy paper.
Also, will you be trimming these bulletins so that the color goes to the edges or would you like us to leave an even white border around the edges? (sorry lots of questions)

Questions are fine. Currently the size is 11.5 x 14 folded in half. They are printed in house. I prefer the colors to go to edges. We may have to have the cover/back page printed somewhere else and then work to print the inside pages in house. Let me know if you have any other questions. Thanks

sorry...it is just a legal size page...8.5x14..not 11.5x14. Folded in half.
