That can mean very different things to different people. Maybe put up a few examples of what you consider
in that category.

The characteristics of some 'high end' logos particularly in tech and web are that they are often very simple and understated, not falshy or gaudy. It's harder to say more with less. If you over emphasise 'visually attractive' and 'flashy' in your brief you will probably end up with alot of overdone, overcomplicated, busy, colourful flashy designs that won't give an impression that is high end.
