Thanks for the invitation.
Before start we must say that we can provide only quality design for home page and its HTML/CSS only. Not the whole site development in word press. To have the full functional website in word press you need to increase the budget.
But that can be fixed later.
Because the development is depend on no of pages, complexity and functionality.

please clarify the work quantum as this is a contest
The designer budget should be 1000 usd if you need all this done - full design + responsive coding + full wordpress integrated.
Majority professional designers will not like to work on this else ask you to increase the budget later on hence its better to be clear at start only.
