Hello Project Owner,

Uncoded means the design will be created in Photoshop and it will be delivered (PSD). There will be no coding done.
Coded means you will receive html+css or wordpress theme (depending on your budget).
The number of web pages is completely based on your requirements (like Home, Services, Blog, Contact Us etc..)

Please note that your current budget is low if you're expecting a coded website.

which of the two programs can i continue to update? i do not have photoshop and working from a mac computer.

it was pointed out to me that my budget for coded is too low. what is the going rate for coded webpage?

The most common process among a website developers is
1) Create a Web Design in Photoshop/UI tools and provide client the image as well as the Photoshop PSD project.
2) The next phase is client can check with the same web designer or other developers, if he/she can convert the PSD into fully functioning coded website.

So what you need is a coded website and budget for it would be $600 excluding design crowd fee(so you have to pay $780 to DC) Please confirm if you would like to upgrade your budget.

Your design requirements are pretty clear in brief and are achievable. Regarding languages, I would suggest you to have a bilingual languages website site so that it would be easier for both users(Chinese and English)

Regarding functionalities, all requirements are achievable as well. Just please confirm below:

I assume "static pages". The client clocks on that page and will be reading a new page with information e.g. describing service offered
What about the "shop" ? I would like to sell animal dental products to public and whole sellers.
