You only need a new design or also the design in html & css?
Because if it's also the html & css than the price is a bit to low.

If you need a design and the html & css files i think 550€ could be a bit more acceptable, because if I look to myself as a student I would ask the following prices.

For a design only 150€,
For html and css 400€ for a website with 4 pages and a contact form, 100€ extra per page if you want more than 4 pages.

For the design & html & css together I think 550€ is a minimum to ask.

This is only my vision of this.
