Project says Job Type Uncoded PSD design only

The current budget suffices for homepge psd design only - not full site designed or css coded or backend or ecommece integrated for this small budget
Also please guarantee the project if you wish the best designers to work on it

Website and homepage is built. I just need graphic design and layout of information on the home page at this stage.
