At the same time please confirm about the final deliverable. If you need 5 page design only made in Photoshop then the budget is small, but OK.

But if you need more jobs like HTML/CSS then the budget is very very small for that.

And I believe there will be a coder or developer who will develop your website. Although we can make full functional website in any platform, but that will be a different issue.
