What program do you want to edit the template in and how many pages do you require? Will you be inserting images?

We haven't chosen software yet. Suggestions from designers will be much appreciated.

I work in Adobe InDesign and can make you a template for it. I could look into editable PDF, you'd probably need to have Acrobat Pro. And for really simple designs I suppose you could use Word too.

InDesign will give you the most bang for the buck. It can also do interactive PDFs if you want to get really sophisticated.
