Coding Wordpress Theme/Template

This is what a business in Australia was looking for in their graphic design

Using existing source files created by yourself, create wordpress theme/templates that we can upload and go on to create our website. Theme/templates need to cover all the menu options that we have indicated.

Please advise if there is additional specific information you require before accepting and commencing the project as we need to be perfectly clear that once this project is completed we will then have a website that is ready to go (one we upload the template files to our wordpress server) and that all we will need to do is include the content.
