Patient Advocacy Non-Profit needs Flyer Design

This is what a business in United States was looking for in their flyer design

We need a flyer design informing patients about the new rating system developed by the Centers for Medicare and Medicaid Services (CMS). CMS has developed a 5-Star rating system for dialysis facilities, but it doesn't follow the typical 5-star methods we understand for other goods and services. We would like to see a design that shows the comparisons between the "typical" way we see star ratings and how CMS is doing it. Colors/style is up to the designer.
